In folk legend, they were the officers and coworkers when they are alive. In one mission, they separated and went to different places for searching the criminals. They promised that they would meet under the bridge at the specific time. However, the white one who called "Eighth Lord" was late. The black one who called "Seventh Lord" want  to keep their promise, so he didn't leave even though the river rose. Finally, he was drowned. Afterwards, the Eighth Lord felt embarrassed and guilty. He killed himself in the house,  The deities' Emperor knew their story when they went to the underworld. Hence, he appointed them as the deities which are responsible for taking back the spirit of the dead people from the world.
