Dear Elizabeth

First of all, thanks for sharing your story with me. I completely empathize with you, the lack of compassion from the bystanders is lamentable.
Although, there are some factors such as the time that played against you. This apathetic respond was caused by a social behavior in which strangers do not show concern or interest in others problems because they think is not of their business. When you were claiming for public aid the bystanders were not sure about what was happening, maybe there got scared or felt insecure about what to do. Consequently, the hesitation of one person leaded to a state called "pluralistic ignorance" and that may have been the reason why you had to wait so long for help. 
I know people acted with indifference and I really hope you will never have to face that situation again, felling that frustration must be terrible. However, your case can be an example and you can encourage other people to stop being callous and think more about helping the others.
