The reluctance from giving public aid has several reasons, and it is difficult to know the main reason or real reason. I think there are three reasons why helping people in public is not common, and why people do not consider it as a social problem.

The first reason is people might count on each other for helping a person in need. Indeed, if we all do the same thing people in need would never get help. Secondly, sometimes friends or family may scoff at an assistant person, and they may also consider him as an easy to be fooled. The third reason which I think why people do not give public aid is social classes, social classes  are classified into three classes upper class, middle class, and lower class. People prefer to help people who belong to their class, for example, the middle class which includes most people who we see them daily prefers to help a person who wears clothes as good as theirs. 

To sum up, public aid is not habit for people in many reasons. people depend on others to give a hand for person in need, deride at a helpful person, and classify people on their dress.
